Issuing Medical certificates,Medical Leaves , Driving license fitness and attesting of documents By MOs and WMOs ....
New doctors usually do not know what to do when people came to them for certificates and leave request in a BHU/RHC/THQ/DHQ. So this post is to give some basic guideline.
*NEVER Make fake admission and hospital stay for anyone.This is very important.Especially now a days. He may have been involved in some criminal activity or terrorism and if you make him a hospital admission in a back date, you will b in heap of trouble with security agencies.
1. A medical fitness certificate can only be issued in a DHQ.These certificates are usually required for jobs.Refer such patients to your DHQ.
2. A medical leave certificate can b given by a doctor but Refer such patients to THQ and DHQ because proper investigations by that hospital is required to justify a leave.You will not be able to defend your decision if your center do not have a lab.Do not give medical leave on investigation from any private labs .
3. In a THQ and DHQ an MO or WMO can give medical rest upto 3 days .It is not binding on any authority to give the person leave on your advice.You can only give advice for leave on medical basis.
4. Patient must come to OPD for a medical leave advice.If u have treated the patient in emergency then ask him to come in the morning to OPD and ask for leave certificate.The OPD doctor will re examine the patient and redo the investigations and then decide whether a leave is necessary.
5. A 2 day leave can b given by institutions without a medical reason so if a patient comes to you for leave less then 3 day then refer him to OPD and to a senior.
6. Do not attest any document without seeing the original. In present days afghans and other nationals use these documents to get a nationality and u will b in trouble with army and agencies.
7. Do not give driver fitness certificate in emergency. In OPD refer such cases to SMO or senior. A fake driving licence can b use to make Fake ID cards.Stay away from this.
8. A maternity leave to any gov servant can only be given by a consultant gynecologist after proper docket from concerned department .Usually services hospital lahore is authorized to give such leave.
9. A medical leave more than 3 days has to b given by medical board and by countersign of MS .
Remember that the dispensars, hospital workers or any other known hospital person who is asking you to do a favor for any of his "friend" "relative" is just making you fool.He has already taken money from that person in your name and is lying about that person he has brought you to attest the documents or for certificate and leave.Be very blunt in refusing.
I advise you to refer attestations and certificate and leave cases to your SMO or APMO. I have seen drs who are now vanished because they have attested or has given leaves and certificates to person involved in criminal activities and agencies came for such doctors.

Show cause notices & dealing with Administration of BHU/RHC/THQ/DHQ Many of new doctors are worried about getting a show cause notice.What is a show cause notice? It is a simple letter to you from the administration of a hospital asking you to explain your particular action.And 99% of the time it goes to cold storage after ur response.Mostly they issue such notice to threat the young doctor as you get panic after a showcause notice. Remember that If you have not received a Show cause notice then it means you are working correctly and verbal threats or orders of your superior are just baseless threats.Never respond to a verbal order if you think that it is not fair.
