Basics about pays at different levels and pay slips
Basics about pays at different levels and pay slips.
Most of you people do not know what is the difference between a stipend and gov pay.
1. A gov pay is given by gov of pakistan to regular, adhoc or to doctors on gov contracts. It contain basic pay and allowances.By law an increment is added to basic pay after one year of job in gov sector. This is applicable to regular, adhoc or contract doctors. This is the reason every adhoc ends 1 day before completion of one year. This is to avoid giving increment to adhoc.Apart from basic pay different allowance are awarded to doctors working at different levels. Its different for primary, secondary and tertiary care hospitals. For example health sector allowance is not given at DHQ level. Also big city allowance is given in big cities, and house rent varies etc.
So you cannot compare payslips of different levels. If you want to know whether you are getting all allowance then you should find a doctor who is working at the level you are working and get his slip and compare.

2. Stipend base pays are actually fixed amount of pay. Lumsum. It does not contain any allowance etc. These are given by private sectors or private or semi private companies running gov setups. For example PHFMC, contracts of EMO or IRMNCH etc. This has a disadvantage. Any increment or allowance increased by gov is not applicable on stipend based pays.
3. A regular /adhoc or gov contract doctors can get their pay slip either from accountants of your hospitals. (Accountant of CEO in case of primary health care). Or you can register to pifra for online slip every month (Procedure given in separate post below at this page).
Pay slip contains details of every allowance, deductions or tax details. You should get your payslips time to time and check if you are underpaid.
