How to manage Utility Bill issues at BHUs:
It is the responsibility of incharge BHU to submit monthly utility bills from his pocket and then submit original paid bill along with signed stamped contingent bill form to DHO office-Accounts branch to get it back as soon as possible.
From jan17 onwards management system have been changed at district level and it have become a headache to get any arrears/bills etc through clerks. Now a days many MOs have to wait for 3 to 4 months to get these bills passed and they starts to demand their share from these extraordinary amounts, Which are stacked due to mismanagement on all ends.

Here are few tips to easeup you stress regarding these issues:
+ Issue strict orders to your staff to conserve electricity as much as they can, keep unwanted lights, fans off, never allow them to use electric heaters for personal use, electric stove for cooking, water heater rods for bathing, (specially 24/7 bhu) keep an eye on 1000s of watts of equipment within main building, ask them that all of these facilities are for patients, not for you.

+ Never!! ever allow your staff to use electricity from main building govt meter, it is a crime and FIR could be launched against anyone trying to use electricity from govt meter at his residence. Ask them to get their separate meter installed on their name on their own, you can utilize health council funds to install a meter at LHV quarter in her name and electricity could be distributed from there to others using submeters.
Same goes with natural gas, water supply both connections should be separate for residences in staff name and they have to pay those bills, Install separate water tank, water pump for residential area and connect it to residential meter.(use health council funds in name of lhv quarter maintaience)
PTCL wifi is of no use there, it has been observed that many BHUs have 4mbps unlimited connection. (Which is used mostly for facebook and serials
) Immediately forward request to disconnect wifi. (or use 1mbps 10gb package) Only Phone line with local dialing enabled would be enough as protocol.

!!Be strict in these issues, eventually you have to pay those tens or hundreds of thousands of rupees and wait for months and have to beg and bribe those clerks for refund. They may even report to higher authorities about your extraordinary bills who can initiate inquiry about utility misuse or theft, accounts officer have authority to deny any suspicious payments.
Tips: always try to pay bills each month before due date, !!MUST keep a copy of paid bill, and send it to office as soon as possible, otherwise you will encounter many objections from clerks and problems from higher authorities.
