This is the the details of allowances of a Regular Medical officer/Women medical officer BS-17 in punjab.This is pay details of Lahore General Hospital lahore for MO/WMO from year 1 to year 5 of their service.Postgraduate resident pays vary accordingly. For adhocs only pay of 1st year regular doctor applies but with deduction of only tax. This may slightly varies as in THQ,RHC and BHU as HRSA applies.Primary healthcare do not give house rent and conveyance allowances but HRSA applies.Also house rent of big cities a bit higher than peripheries.But your pay will be round about the same with couple of thousand difference.

Most of our doctors do not know what are EMOs rules and regulations.Most of them do not even know that even a regular MO/WMO can also apply for Emergency Medical officer. Resignation from the post of Adhoc MO/WMO (One Month Advance Notice) ➨If you are working under Punjab Govt. in Bhu Write and application to CEO of concerned Dist., get it signed by concerned DDHO and DHO, meanwhile get a No Objection & No Inquiry Certificate and similarly get it signed by DDHO and DHO. Submit these documents in CEO office. ➨If working in RHC, THQ, DHQ.... you have to get these signed by SMO/MS of respective institute. No need to get signed by DDHO/DHO... Directly submit in CEO office. CEO will forward your application to Section Officer P&S Health. You don't need to pursue your application. Just get copy of forwarding letter from CEO office. P&S health will upload acceptance of your resignation on its website. (If resigning immediately) ➨you have to follow the same above mentioned procedure but you have to submit One(1) Month Basic Pay that is almost 32000/- submit this pay in State Bank and attach Challan Form with your application.

MLC of an already stitched wound :- *Now i will try to post about real time problems in medicolegal cases which we receive in messages from community. This is very common problem.Patient come to you with a docket from police and the wound is already stitched.  In this case ask from where the stitches are done. If it is done in a gov hospital and from a doctor in that hospital then u can ask the MS of that hospital or incharge to provide you with file or record of that procedure .Remember that attested documents from the hospital is required. attestation must b done by the incharge of that hospital. If it is not done by by a doctor in a gov setup or there are no notes available then do not open stitches. Advise Xray or USG or any other concerned investigation and send patient to surgeon or related specialty for expert opinion. if nothing found then declare with simple A1/F1 whichever is applicable. Postmortem of Drowning : Important points (Basics of postmortem is already discussed on this page in separate post) I was asked to tell what are special consideration if a postmortem of drowned body is to be conducted. Especially if it is semi decomposed. Let discuss special points of a drowned body which is not decomposed first. Our concern is whether drowning is antemortem or postmortem. The special sample which has to b sent is any long bone in formaline.Sternum is preffered .It is to detect diatoms in marrow which is special feature of drowning. SMO/SWMO (Senior Medical Officer/Senior WMO) *SMO is BS-18. Posting a MO BS-17 on SMO seat does not make u a SMO There is a lot of confusion regarding SMO and his duties among new doctors , especially at RHC. We have received many calls and txts regarding what the SMO is suppose to do and what falls under his duties. An SMO is like SHO (Senior house officer) in ward  :P  . His duties are exactly the same as an MO just like as SHO is just an HO with an "S"  :D  . Which means being a senior does not change any of his duties. Issuing Medical certificates,Medical Leaves , Driving license fitness and attesting of documents By MOs and WMOs .... New doctors usually do not know what to do when people came to them for certificates and leave request in a BHU/RHC/THQ/DHQ. So this post is to give some basic guideline. *NEVER Make fake admission and hospital stay for anyone.This is very important.Especially now a days. How to handle CEO,DHO & visiting teams(BHU/RHC). If you are working in a BHU and RHC you will frequently came across EDO and DHO visiting your centers and different high authority teams coming to you and demanding thing you have no control over.Like asking you to keep washroom floor so clean that they can see their face in it or sometimes asking you to repair windows , chairs and some staff  :P  . How to manage Utility Bill issues at BHUs: It is the responsibility of incharge BHU to submit monthly utility bills from his pocket and then submit original paid bill along with signed stamped contingent bill form to DHO office-Accounts branch to get it back as soon as possible. From jan17 onwards management system have been changed at district level and it have become a headache to get any arrears/bills etc through clerks. No criminal case can be launched u/s 302 to police against any private or regular doctor by patients attendants or any other party in accordance with punjab health care commision act 2010. Only way is to register complain to healthcare commision.  Police knows this. If anyone threaten you with such case then you should not be pressurized. In THQs ,DHQs we all face difficulties . 1.You cant change  # system  ,system will definitely change you.Equipment nhe ,Staff non cooperative, slip fee and admission chart fee complains etc. Even if u complain AC,DC its useless because system protects them.You will be transferred after sometime or u will be fixed in some inquiry . So, complain MS EDO DHO if they try to overcome u at any time . Never perform MLC outside the designated building. Never take MLC register with you anywhere outside hospital. Its illegal. Not even secretary health can ask you to do it. Medicolegal officers are under no authority except the court of law when it comes to mlc and postmortem. Anyone asking you to do mlc or postmortem against normal procedure is your enemy.Opponent party can go to court against you for doing mlc in secret or going to specific place. It is considered as biased mlc. And no one will come to your aid at that time. So be very harsh and rude to anyone asking you to do mlc out of the way.Including MS, CEO and DCs.

What if you issued any MLC wrong and realized later about your mistake? In past few days i have received many questions regarding this. So lets clear it out. If you have issued an MLC and did a mistake. For example like in some declaration or in fabrication then what can b done... There are two possibilities. 1st is that you have not handed the carbon copy to the police yet (in many cases to the victim). well in that case its easy. either correct it there and sign on it. Or t ear off that mlc and write a new one. Avoid tearing in front of the party. Take register to some dark place  😁  and tear it there. In second situation you have given the carbon copy to police/victim. In this case you will going to need that carbon copy back to make changes(original and carbon copy both has to bb corrected) . You will write letter to SHO police of that police station and ask him to return the copy as you want to correct error in it. You will not ask victim or party to return the cop...

Leaves for adhoc MO/WMO This question is asked time and again from us so i decided to answer it in standalone post. People ask us whether it is possible for adhoc doctor to get long leaves.Technically an adhoc can enjoys leaves except earned leaves.But that is an illusion.Its like saying "Har pakistani ke equal rights hein". They wont even give leaves to a regular doctors.The CEO will look at you like you have asked for his kidney instead of leave.Unless the CEO is your fathe r or father in law (That can happen if you work hard  :D  ) there is no way he will give you leave of more than 2 days. Although maternity leave cannot be denied to a female whether she is regular or adhoc. In short you cannot have leave as adhoc bcaz the MS/CEO will not let you have those.Even if u r regular they still will resist awarding leaves.

How to get EOL (Extra Ordinary Leave) after selection as PGT if you are working as Regular MO/WMO. ▪ No need for NOC from current place of posting, just convey the message directly or through staff of your health facility to higher officials(SMO, MS, DDHO, DHO, CEO etc) that you have been selected as PGT. ▪ Join at your place of selection of PG Course. ▪ Get all your required documents for EOL (List is attached) ▪ Write an application to Secretary Primary and Secondary Healthcare Department requesting him for grant of EOL with effect from your date of joining(mention it) and get it duly forwarded from your CEO Health. ▪ Your can attach receipt of RTMC from CPSP with application untill you receive your RTMC. ▪ If you consider CEO Health office of your district efficient enough that they themselves will post your application with all documents to Secretariat then its your choice otherwise collect your application with forwarding letter from CEO Health office and attach other docume...

To get Extra ordinary leave EOL (for non training purposes) You have to write an application in the name of secretary primary and secondary health care department for extraordinary leave. State reason for the leave, for example if your parents have health issues, family issues, or any reason you are facing. Get leave title from account office. It is kind of NOC. They will give a form for unpaid leave and will give you no objection certificate for unpaid leave for the mentioned duration.You will  attach that along with the application and go to you CEO. He will approve it and forward it to Secretary health. He will give you typed orders in which he will mention that he is sending enclosed draft for EOL and ask the secretariat to grant the EOL. They will send this to secretariat, to Concerned hospital and one copy to concerning doctor. Where to get basic information. I have been seeing lots and lots of young doctors asking basic questions about where to get information or whom to ask. Seriously its cute to just see younglings wandering like kittens for food  😁 . Lemme help u a bit. 1.For transfers, Postings information about orders, Deputation, promotions its best to go to secretariat and talk with SO(section officer) officer. Usually SO himself avoid direct questions so ask their clerks or PAs. You can go di rectly to Additional secretary or deputy secretary and talk to them but that will bring a full stop to any chance of using money which is usually necessary to get perfectly legal work done. 2. For pays, allowances, starting pay, transfer of pays, issues regarding recovery, bills the person u should approach is ur accountant of hospital (DHQ/THQ ) or CEO account office(RHC/BHU) . How to apply for Ad-hoc jobs MO/WMO In order to apply for adhoc job in punjab you now have to apply online. Read the ad .I am also sharing link for online portal (in the end). This is on going process till 2019.The old system of local selection committee are now abandoned(This is old ad but now nearly in every district they ask you to apply online).All interviews and postings will be from Primary and secondary healthcare department lahore. Ad-hoc job will be non transferable.In the  past CEOs do move ad-hoc doctors from their original place of posting but now gov tend to stop that trend. Dealing with seniors at DHQ,THQ and RHC This question came up very often i. Honestly speaking the answer is very diverse. Some seniors (senior MOs ,SMO,APMO) are very nice and some are very bad. When you work at periphery the two major problem u may face with a senior is 1. He or she tries to skip his/her duty and put all the burden on you 2. They wont let you work in OPDs and make you do emergencies and interfere in your medicolegal buisness. Well be blunt in these cases. Now remember that in periphery word "senior" is not the same as in ur teaching hospital. Here you are an MO. Show cause notices & dealing with Administration of BHU/RHC/THQ/DHQ Many of new doctors are worried about getting a show cause notice.What is a show cause notice? It is a simple letter to you from the administration of a hospital asking you to explain your particular action.And 99% of the time it goes to cold storage after ur response.Mostly they issue such notice to threat the young doctor as you get panic after a showcause notice. Remember that If you have not received a Show cause notice then it means you are working correctly and verbal threats or orders of your superior are just baseless threats.Never respond to a verbal order if you think that it is not fair. Tricks seniors play at peripheries  :D .. I have come across many young baby doctors in peripheries who ask same questions and have same problems with seniors in peripheries ,,, some of them are below 1. SMO ,WSMO APMO at peripheries at all levels tell their junior doctors that they are 18 ,19 scale or as they are incharge (incase of RHCs) so they are exempted from emergency duties or medicolegal cases.....
